BLOOMINGTON, Ill. (AP) — Pedro Chavez was 18 when he left his home in Mexico in 1910 and walked 1,000 miles to El Paso, Texas, in search of a better life.

His country was going through a revolution while the United States offered the promise of jobs building a railroad line.

"There were posters (in Mexico) encouraging workers to come to work on the railroad," said Mary Trunnell, Chavez's granddaughter.

TALLAHASSEE, Fla. (AP) — A state investigative panel is questioning the impartiality of an outspoken Palm Beach County judge who frequently criticizes what he sees as racial bias in state laws, prosecutors and law enforcement.

The Judicial Qualifications Commission panel filed formal charges with the Florida Supreme Court on Wednesday, alleging that Judge Barry M. Cohen has abused his position by using it as a "bully pulpit" and undermined his impartiality through his comments. The panel cited Cohen's comments from the bench, in written orders and at public forums.

AUSTIN, Texas (AP) — State senators worried Oct. 30, that Texas has gone too far in imposing a zero-tolerance policy for bad behavior in schools, noting that minority students are bearing the brunt of the punishment and school police officers are writing too many tickets for insignificant infractions.
